Under the new proposal, operators would pay a 14% privilege tax on gross wagering revenue minus winnings paid out plus promotional/bonus credits and federal excise tax. SB 38 raises the fees and tax rates proposed in SB 688 to be paid by sports wagering operators. The text of Senate Bill 38, an unrelated bill that passed the Senate last year, was removed and changed to a sports gambling bill Tuesday. Senate Bill 688 passed a divided Senate last year. The bills work in tandem to legalize sports wagering throughout the state online and on mobile devices.

The bills are scheduled for two more House committees Wednesday and could be before the full chamber for votes as soon as Wednesday night.
The bills passed with six yes votes, three no votes and one abstention. The amendments double the amount of money to $2 million annually for problem gambling treatment and prohibit wagering on amateur sports, defined largely as Olympic events in the bills. The House Judiciary 1 Committee approved two sports gambling bills with minor amendments. A North Carolina legislative committee approved two bills to legalize online sports gambling Tuesday afternoon, moving the bills closer to passage in the final days of the current legislative session.
